How do you setup a page to be the default page to come upto when bringing up a website? For Example, I am unable to get index.asp to come up as the default page.
Stanly
You need to create .htaccess file in your public_html directory with the following content:

DirectoryIndex index.html index.wml index.cgi index.shtml index.jsp index.js index.jp index.php4 index.php3 index.php index.phtml index.htm default.htm default.html home.htm
etc.

How do you setup default pages on a Windows based account? AFAIK, IIS does not use .htacess files?

I need index.asp to be one of my defaults
