Other than having a subscribed member mailing list, how do I create an email group where I can add email addresses to a group, and only have to send to one address? It is important that it is not a subscribed list.

You can manage your maillists through web-interface and add/remove subscribers there.
Mail groups are not supported in cpanel as you can create them in mailing lists management.
