How can I acces my mysql databases without cPanel? I need this for other users to not login on my cpanel

you can't (well you can without phpmyadmin, using ssh, but if you don't want to give cpanel access to your users, you surely will not want to give ssh access )

Well you can always write a php control panel for your client or whom ever. I did that with one of my clients.
