I can see that I am able to password protect a folder but can I password protect a certain .html file and give only people that have asked for access to a certain part of a web site that abillity to view it?

Mikron, you can password protect a file with the help of .htaccess, the same as for a folder:
Let's say we need to do it for private.zip file
private.zip:
AuthName "Users zone"
AuthType Basic
AuthUserFile /pub/home/your_login/.htpasswd
