I am new to php and phpbb sites NOT hosted on someone's local computer. So I am not sure what I can and can't modify in my forums.

I have already installed some alternate styles (which is very easy) but then I wondered about installing forums mods and/or the forum mod auto-installer available from phpbb.com.

My question is to what degree are we allowed to "play around" with the phpbb files?

The copy of the phpBB is installed in your userspace. So as long as you don't breat the TOS for phpBB (removing copyright etc) then you can do anything you want with those scripts..
