In a reseller account with 5GB Disk Quota and 70GB Monthly Transfer...
Reselling 11 accounts with 500MB Disk Quota and 7GB Monthly Transfer
If the total traffic does not reach the maximum there will be no problem, otherwise I would order an expansion.

It is very common that one user books (for instance) 1GB disk space but he only uses 500MB. So I could offer more plans taking into account that not 100% of the quota is going to be used by every customer. Exactly like air companies do (overbooking)

Overselling is not allowed. Overbooking is not applied in cpanel.
You have allocated bandwidth and diskspace and the rest of it. If you or you customer did not use it during the month it is not collected
If your customer uses 500 Mb then create a smaller plan for him. If he pays for 1000 Mb but uses 500 Mb, do not oversell
