This problem has been going on for more than a week. I was just notified yesterday by one of my clients. I initiated a brief client survey.
Almost all of my clients (the ones I have talked to) get the following error when they try to log into Horde:
A fatal error has occurred:
DB Error: connect failed
[line 108 of /usr/local/cpanel/base/horde/lib/Prefs/sql.php]
Details have been logged for the administrator.

This same thing is happening to ALL of the domains I manage. My main domain is chrastina.com. If you can fix that one, the others will probably also be fixed.
I also have a support ticket open, #10456.
