Anyone found a simple solution to stop bandwidth leeching on a windows server?

I'm not bothered if someone steals an image and hosts it on their server, but don't want anyone to link to an image on my server eating up my bandwidth.
Since Windows doesn't support HTACCESS; is there another way in Windows?
