do the php tags <?php ?> work in html files on this server? I have a test.htm with the lines:

<?php
print "PHP enabled";
?>

and I get no output. I do get output renaming it to test.php.

Yes they do work but in .php files. You should give your files contaning php code .php extention like test.php.
