I use a virtual dedicated server at hostony, and have a client that wants to use there account to set-up a web cam that will ftp an image every few seconds.

How can I use either cpanel or DHM to set up their account this way? mainly the server or account has to be set up in passive mode?

FTP server can handle both modes. So you may say that account is passive.

so how would i tell the account to act in a passive mode? the web cam ask for this info:

host name:
username:
password:
directory:

would i need to configure anything in cpanel or dhm?
