There is an icon/link for PostgreSQL in cPanel,however I cannot create databases nor users.

PostGreSQL server isn't a default option. Officially we don't support it. So I don't advise you to use postgresql on our servers. But if you have some problems with it we are ever glad to help you. So please tell me your domain name and I'll at the problem.
