my understanding of this "skeleton folder" is when you setup an account for a user, the defaults folders which was created in skeleton folder will appear in users public_html. So what are the standard or usuall folders/files that i need to put in my cpanel3-skel folder ?

the skeleton folder is good if you want to put a placeholder type webpage for new clients. in other words, when you set up a new acccount rather than seeing the index screen with folders (what you see in a new account without any index html file in it), you would see a page of your design that would automaticaly show up on new accounts instead.
something like:
this site proudly hosted by "your reseller name or logo"
This website is currently in development
of course you could make it as fancy or as simple as you like
or just don't put anything in that folder if you are not concerned with such things.
your new client would off course overwrite this with his/her own content when they upload there website.
