hi... I have a problem in here:

where exactly i have make this command ?

And URL?

When i want publish my site ...Is there something I have to activate? Because my Domain still does work ?

It means that you need to upload your web files (html, php, asp, images etc.) in folder wwwroot. To connect to ftp use settings stated in this welcome email
If your domain still doesn't work please open a trouble ticket and notify your domain name
