How do I go about setting up mailings lists on a Windows based account?

Unfortunately, there is no mailing lists at Windows based servers.

the sales page mentions MRA (multiple recipent addresses) for Windows based accounts. How do I go about setting up one of those?

Multiple Recipient Addresses is a feature that allows to automatically for ward mail to many different mail.
It can be used if you want to forward mail coming to sales@domain.com to john@domain.com, jennet@domain.com, boss@domain.com, etc.
Using it for mailing lists because in this case you'll overload mailserver.
If you want to configure MRA you have to login to control panel.
1. Select 'Domains'
2. Select domain you need to configure MRA for.
3. Select 'Multiple Recepient Addresses'
4. Ad new email account that will receive mail for all recepients and specify a list of emails.
