Just wondering if there is a way to setup hord mail so that my site users can sign-up for a new email account with my on my domain.

Did you mean Horde Mail?
Do you have linux or windows hosting?

There are 3 different web-mail interfaces, Horde also.

But users can't sign up for a new account.
You need to create account for them at your CPanel at first.
